Based on the adverts on the inside front and back covers, the following all have the same three ad pages for the inside front, inside back and back covers.

Crack Comics #18 – November 1941
Feature Comics #49 – October 1941
Hit Comics #17 – November 1941
Military Comics #4 – November 1941
Police Comics #4 – November 1941
Smash Comics #23 – October 1941

It's therefore reasonable to assume that National Comics #17 would have the same inside back cover as the above issues, based on the known inside front and back covers for that issue.
