He causes so much trouble he's released; the next time he's arrested he is sent to prison for humans, but also disrupts that institution. The police chief has Tiger declared a "foreign cat" and deported (via a missile) to the Soviet Union, where he upsets Joseph Stalin--"How can I plan a war against those filthy capitalists with this cat? Get rid of heem!"
