Certainly there are issues with the text-heavy scripts resulting in large balloons of dialog. But it looks like story two (Monarch of Murder) may be an early Rudy Palais illustrated piece, notable for its energy, even while hampered by the verbose script. Many of these marginal comics had their ups and downs. I wouldn't write this off entirely.
