In the CHAMELEON story, the German spy headquarters has a regular cross for a symbol, and Der Fuerher is depicted in a portrait without a moustache.  Strange!

Not strange at all. America was still technically neutral at the time, and most comic book publishers still tried to avoid calling Hitler or Nazis in general by name.

There were also portraits done of Hitler without a moustache in Germany as well.
