Public Domain Superheroes

I was wondering does any of the public domain superheroes have any villains like Batman or Spiderman. What I mean is do they have any weird and colorful villains?

Some did, some didn't.

Not PD, but on this site: MLJ/Archie's Black Hood, in Top-Notch Comics fought the Skull seven times before the bad guy got the electric chair. Captain Marvel and his family had quite the rogues gallery.

PD: Ace Comics' Magno, in Super-Mystery Comics fought the Clown often. (Too often, IMO.) Hillman's Air-Boy had Misery & his Air-Tomb. Novelty's Chameleon, in Target Comics, captured a hypnotist several times, but the jail might as well have had a revolving door.

Air-Boy had The Valkyrie as a semi-villain.  She caught my eye for sure.

Amazing Man's recurring villain (a little too recurring, personally) was the Great Question.

Mighty Man fought the Witch for a couple of issues.

The Shark fought the Portable Man (Amazing Man Comics #21 & 22) who has to be one of the strangest Golden Age villains. He can take himself apart & can't be killed.

I guess I'm looking for a hero that has a rouges gallery full of weird villains, not just one recurring but, many recurring villains.

Does anyone know?

Dick Tracy (not PD so not on the site) had quite a variety of foes.
Do a Google of him and I'm sure you will see images of them.
