I just got an issue #4 of this comic. Problem is, #4 was an old cover placed over surplus interiors from the printer, so the copy I have isn't documented by Grand Comics Database.

The other weird thing is that the cover, dated 1945, predates the contents, Marvel's Venus, which dated from 1948 to 1952.

It seems that the printer had covers from a cancelled 1945 comic for which the interiors were never printed, so a few years later the put the covers over extra interiors from other (later) comics, and shipped them out to the newsstands.

Not bad for me, because I haven't had any Venus comics before.

Red Circle from Rural Home began in 1945.  Issues 1-3 were new material I believe. The final "issue" probably only exists as a cover and was used later as you surmised to rebind remaindered or trashed comics. I've seen versions with Adventures into Terror (Atlas) #3, an apparently unreleased issue of Dorthy Lamour and an unreleased issue of Sabu Elephant Boy. There are at least two version of that last one. One with an overprint "Featuring .... Sabu --- Elephant Boy"  This one apparently is not a remaindered comic as the last two interior (newsprint) pages are blank. They presumably would have been ads when originally prepared.
