Keltner messed me up once before on a coverless Punch, so i wouldn't trust him here.
But... Overstreet (& others, possibly based on Overstreet's info) says this issue has a hypo-needle story, which seems to fit the Rocketman story.
But... The problem is the Johnny Rebel story which Nobody seems to know about (not Bails, not Wiki, or any other site or list with comic info). I found one seller who provided a quick list of the contents of his #21, but no JRebel mentioned.
So...
