This is way before my time, the early to mid-1950's I'd guess. I retired from the Missouri Army National Guard in 1996.
Promotional books like this sometimes become rarer that hen's teeth. A few years ago I asked Neal Adams to sign a Guard promotional comic his company produced in the early 1990's. His comment was, "Wow, I haven't seen this since I worked on it."
