there are many examples of this kind of comics made in other countries using without permission characters form USA or england.

not only in comics

In the 60`s there were spiderman ocmics made in mexico by mexican artists , to complete the run of official stories 8the publishing schedule on Mexican spider man exhausted rapidly the original comics)
in brazil for years Captain marvel was produced locally AFTER  the cancelattion of his title in usa. He even got a cross over with the Human torch from Timely (there are an article in an old issue of Alter Ego)
in the seventies there was a very crappy argentine comic of Wonder Woman
In the sixties there was a very good drawn comic book of Superman made in Argneitne
In fascist Italia, flash gordon was continued when started the war by italian artists, including a writer called Federico Fellini

going into pulps, in 1920`s Tarzan got a full series of apocrip`hals novels madei n argneitna. And in the 60`s he was the star of hundred of novels made in Israel and Egypt. In the novels madei n Israel, he was against the arabs. The ones madei n Egypt, he fought the sionists =)
 
And don`t get me started on Turkish movies =)

there was also some sotires made for foreign markets with official arpproval. For example there was a big bunch of Sugar & spike stories made for the mexican market after the original comic as discontinuedi n USA, all of them scripted (and some even drawn) by Sheldon Mayer.

There must be more examples

If anybody knows about any other similar thing , well, post here.
Thisi is an interesting bit not very known  or investigated and , with internet, can be cleared
