Defiant1 has shared the following proof this book is a Charlton title:

Triple Threat Comics #1 is attributed as being a "lost" Charlton comic.
Holyoke was evidently a sub-contractor.

"Special Action Comics" is believed to be a name Charlton used.  BIP Comics lists it as being part of the Charlton family of publisher names used.
