Hydroman looks like Bill Everett.  The cover looks like Bill Everett and H.G. Peter

Bottom left of cover,  it is signed.  S.A.D.   ????? ,  Also the Eastern Title Napoleon And Uncle Elby 001 (One-shot)  has the same  S.A.D. in a square on cover.
