I have a theory as to how it could be a Fox book. Bear in mind, this is just an idea. We know the book is from 1944. 1944 is also the year that Blue Beetle reverted back to Fox from Holyoke. It is entirely possible that Fox repacked the book as his own.

Or I could be over thinking this.   :o
