So I searched books from ACG, but can't still find it!

No Jim it is here not only on CB+ and the cover does not carry the code approval label in 1954 hope the info from a bald man helps.

And I don't know who the "bald man" is.
Why is Mark in the naughty chair - and not allowed to solve this mystery?

Because Mark has a cheat machine that allows him to get all the answers and not give anyone else a chance.
I can not give you much more of the cover without giving away the name. So if you check my picture in my avatar you can see who one of the bald men is and it was a clue as Bald is credited as the cover artist. I would say there are nearly 34 clues that I have given including exactly what comic it is.

I was really surprised that this took so long. The fun part was trying to come up with clues. Here are all the hints for those who may have missed them.
