From moose-  Interesting bit of trivia: the guy standing behind Reggie (on the cover) is a self-caricature of artist Al Fagaly.
Al Fagaly's self-caricature confirmed by "The Art of Archie: The Covers."

Note that the "fake" scan is very likely Pep #76, judging from the included pre-publication house ad for Archie Annual #1.
