The Steel Sterling Story is based on the truth: there was a station set up by Germany in the war to damaged allied Moral by boasting of German victories, but it was based in Germany and used British broadcasters.  In fact, there was also a station set up by the Allies in the war to damage German Moral using German broadcasters.

To be precise, the character of "Merry Ha-Ha" in the Steel Sterling story is based on the real life propaganda broadcaster William Joyce who was nicknamed Lord Haw-Haw because he spoke in an aristocratic nasal drawl.
