anyone ever seen this and can identify the publisher?

If this was indeed published in 1944, it might be a one-off by someone outside the industry who happened to have rationed paper available.

I don't think it was published in '44, that date on the back looks more like the date the cartoon ran in the paper.

The odd coloring makes me think it might be a non-US publisher, but the GCD doesn't have a listing for it.

I found it listed on some bookseller sites as "Mopsy, the Maid Who Makes You Laugh," published by the Mopsy Publishing Company in 1945. Could this mean it was a personal project of Gladys Parker? The index to the Michigan State University comics collection says:

Mopsy : the maid who makes you laugh / Gladys Parker. -- New York : Mopsy Publishing Co., 1945. -- 96 p. : ill. ; 19 cm.
   -- Title from cover. -- Collects cartoon panels dated 1944-45.

For some reason it makes me think of the Barnaby Quarterly books, but that's a pure stab in the dark.  Same era and format, at least roughly; and they're both strip reprints.
