In the public domain books my favorites would be Steve Ditko and Basil Wolverton.  Both can be very weird and very gruesome.

My favorite is Rudy Palais, who is under-appreciated IMHO. Jay Disbrow also did some good horror art.

The Best of From the Tomb, a TwoMorrows book, can point you towards a lot of good horror work.

In these PD books, probably Bob Powell... but there are many others.

My first choice would obviously be "Ghastly" Graham Ingels because of his classic horror work at EC during the 1950's. I could also add Bernie Wrightston because of his work on DC's horror titles and his work on the Swamp Thing feature. BUt I could also add Lily Renee's work on the Werewolf Hunter feature in Rangers Comics as well.
