So after finding out that Jim Mooney' worked for Ace comics-I did some research and found out that Jim was not credited for working for ace but for the Eisner studio.
So, my question is: did some of the minor publishers essentially "buy" comics from studios like Eisner and package them under their name? Thanks if you have any insight.

Oh, yes. Comics packagers was a business back then for companies that wanted to put out comics but didn't have artists, writers, editors, etc.
The Eisner-Iger shop was one. Funnies, Inc. was another. IIRC Harry A. Chesler had a shop.
Companies that used packagers (at least at the beginning) would be Marvel/Timely, MLJ, heck Dell's relationship with Western Publishing could be the longest lasting comics packaging relationships.
Find some books about the history of comics and you can find more information.

I wonder if Ace did, i.e., buy its product from Eisner/Iger.
