Avon's Jesse James is listed as a complete series, but issue #23 is nowhere to be seen.
For my own personal taste, I'd not list series when some of the comics are missing pages as complete or at least I'd make a note of that fact on the "cover page" for the series. I assume it is desired that someone complete the incomplete issues if they have them.

c2c is always the preference. I would still consider a series complete if it were only missing ad pages

I agree in a way, however, (i) the ads are interesting historically and (ii) some inc scans are missing just external ads, some are missing those and house ads, ads some are missing text stories or other editorial material. Sometimes those aren't indexed in GCD. It's hard to tell if a comic is really complete except for ads unless you have it all or someone who does verifies exactly what's missing.

DCM has always encourage c2c scans - always will. But we've always said a little is better than none too.
