And has any of the E.C. Comics ever been uploaded or reprinted anywhere online?

To my knowledge, copyright transferrals are only recorded at the Library of Congress on paper (if anywhere--I don't know if it's an obligation to keep track), so I don't think anybody here would have the answer conclusively.

"Joel Eisenberg and Timothy Owens’ EMO Films has formed a specialty division, EC Film, Radio and Television, Ltd., in association with rights-holder William M. Gaines Agent, Inc., to exploit the notorious EC comics library in all related media platforms. Titles included in the deal are “Tales From the Crypt” (based on the original works, as opposed to the HBO intellectual property version), “Vault of Horror,” “Haunt of Fear,” “Weird Fantasy,” “Shock SuspenStories,” “Two-Fisted Tales” and the remaining horror, science fiction, crime, humor and dramatic library, with the exception of “Mad Magazine,” presently owned by Time-Warner."
So the answer would be publisher's estate, William M. Gaines Agent, Inc. (As of 10/30/2009).

It is fairly easy, and relatively inexpensive, to acquire the archive re-prints of EC comic books. There is a complete anthology available that covers comics from c. 1949 to c. 1955.

Pardon me, but what exactly are you referring to?
The "EC Archives"? These are only samples of some of their titles (not at all complete), recolored, hard to find and expensive as well.
The "EC Library"? These are complete, but even harder to find and super-expensive.
I mean no offense by pointing this out.
I'd love to tell people searching for EC where to get them.
Am I missing something?
Please give me an example or a link to what you were referring to.

$33 doesn't sound particularly expensive for 212 pages, at least compared with the cost of finding the original comics.

Thanks, Roy. That is what I was referencing.
What do you mean by "incomplete?" Yes, one "archive" volume does not include ALL of the comics. However, the fact that you can acquire around 5 issues per archive for 32-33 dollars (sometimes cheaper used) is not expensive when compared to the cost of original prints.
Of course, any archive re-print no longer includes the original advertisements. That is to be expected, though.
From personal experience doing research at Virginia Commonwealth University's Comic Book Archive, I was able to come into contact with the entirety of the archive - and it was nearly complete with the exception of a couple of titles.

Has the Moon Girl material (EC's only super-hero) ever been reprinted anywhere? I could swear that it had been included in the over-size Black & White hardcovers around 20 years ago, but I can't find any record of such a thing ever actually being published.

Yeah, the EC "Archives"!
This project was canceled and not a single title completed.
(pardon me for being a wiseguy)
Only the black-and-white oversized EC "Library" is complete.
They did NOT publish "Moon-Girl".
They put out "pre-trend" EC romance, western and crime.
If you're looking for complete runs of EC titles, I'd advise you to look for the EC "Annuals".

Does anyone have any of those EC Archive books? I'm curious of how good the quality is. I tried to find some at the local Barnes & Noble, but no luck.

The EC Archives apparently don't exist yet under that title. The Complete EC Library volumes do exist, but are even older than I remembered (I hate it when decades start to blend together), and so are probably pretty hard to find these days, altho since the one I've been looking for also doesn't exist, the rest are most likely easier to find than that. As I recall, the volumes I saw back in the day were quite well done.
