The true publisher of this particular comic may be in question. A friend of mine had a copy of this. On the inside front cover the original indicia had been blacked out and another, very short one put in. It made the big printer in St. Louis, Missouri, the publisher. Not that at the end of the Black Raider story the reader is invited to write to the printer's address. Perhaps this is that 2nd edition. Maybe Rural Home owed the printer money & this is how they tried to collect.

Publisher of Rural Home- Baird, I think, was arrested and convicted of evading WWII paper restrictions.  Many of his books were seized by the government and then sold as surplus. The new owner was then allowed to sell them on the newsstands with the original indicia blocked out and something else written there. It way be that World Color bought them back to recover the money for the printing bill that Baird never paid.

Whatever the confusing origins of this comic, that front cover art by LB Cole is one of his very best. Thanks for filling in the missing pages and bringing it back to our attention.

Glad to see the upgrade. If only a comics scholar could get their hands on a copy, I'll bet that overprinted indicia could be read with a bit of effort.
