This is a badly done scan. "Improvements" have been made which only call attention to the flaws of the printing process. THESE SHOULD BE ARCHIVAL SCANS--EXACT REPLICAS OF WHAT IS PLACED IN THE SCANNER BED! PLEASE DO NOT ATTEMPT TO "IMPROVE" THE SCANS. THIS IS WORSE THAN A MICROFICHE SCAN!
