Are you sure that issue has the correct cover? The Ali Baba story seems to be part of a story already in progress, and the FBI story specifically refers to the "previous issue."

fascinating story on BLACK TOM EXPLOSION as told by FBI AND WAR SABOTAGE.  according to wiki, the event really happen.  shades of 911.
