Judging by that miniature job number, this really is a page from a Standard comic book.
IF it is "Exciting War", it must be numbers 5 or 6.
These are not indexed on GCD and not scanned here.
As to who the artist is, I am fazed.
I'm currently going through Standard horror books and this does not strike me as familiar.
Jim V. might know.
But I am planning to get these books from him to scan in autumn.
With a little patience the mystery will be cleared at the end of the year...

Lee's Comics has issue 5 for sale if anyone is interested. I contacted Lee and the story does not appear in 5 so that leaves 6 or unpublished.

It's in #6 and the artist's name is Witmer Williams, though I'd never have guessed this was him. Didn't know that he'd worked for Standard.
