Kardak the Mystic Magician

Steven Thompson recently posted a Kardak story on January 19, 2019 at Four-Color
Shadows 2.0: http://fourcolorshadows.blogspot.com/2019/01/kardak-1941.html

I believe this Christmas Eve - 1941 story from Top Notch #24 (Feb 1942) was illustrated by Jim
Phillips. He also drew some Fran Frazer stories, among other things for MLJ (1941–1942).

It could be him but I'm not any expert.
I love the work they've done on the Pulp Artists site!  Highly recommended!
