If there is any doubt that this is number 4, note that in 3a, The Raven's girlfriend Lola does not know his true identity, she finds out in this issue and she knows in #5 (LIGHTNING v1 #5). No, my memory is not that good; I just happen to be reading my way thru Ace comics and that discrepancy was bugging me - till now. Thanks!
