Part of the justification for carrying the international material is their use elsewhere. With some they have been prominently out there without challenge for some time out in the open. The lack of commercial appeal of so many old properties has lead to them not being worth fighting for. While this is not a "legal" argument it would make it difficult to prove damages. If the material has already been openly and freely available elsewhere, before CB+, the damage would already have been done. Catman being carried by AC comics is a pretty good indication that it is OK or Bill would not take the chance.

I wasn't aware the the AU Catman has been used by Bill Black.  I guess I will leave it on DCM for the time being.
