What do you mean by "incomplete?" Yes, one "archive" volume does not include ALL of the comics. However, the fact that you can acquire around 5 issues per archive for 32-33 dollars (sometimes cheaper used) is not expensive when compared to the cost of original prints.

Of course, any archive re-print no longer includes the original advertisements. That is to be expected, though.

From personal experience doing research at Virginia Commonwealth University's Comic Book Archive, I was able to come into contact with the entirety of the archive - and it was nearly complete with the exception of a couple of titles.

Has the Moon Girl material (EC's only super-hero) ever been reprinted anywhere?  I could swear that it had been included in the over-size Black & White hardcovers around 20 years ago, but I can't find any record of such a thing ever actually being published.

This project was canceled and not a single title completed.
(pardon me for being a wiseguy)

Only the black-and-white oversized EC "Library" is complete.
They did NOT publish "Moon-Girl".
They put out "pre-trend" EC romance, western and crime.

If you're looking for complete runs of EC titles, I'd advise you to look for the EC "Annuals".

Does anyone have any of those EC Archive books? I'm curious of how good the quality is. I tried to find some at the local Barnes & Noble, but no luck.

The EC Archives apparently don't exist yet under that title.  The Complete EC Library volumes do exist, but are even older than I remembered (I hate it when decades start to blend together), and so are probably pretty hard to find these days, altho since the one I've been looking for also doesn't exist, the rest are most likely easier to find than that.  As I recall, the volumes I saw back in the day were quite well done.
