Well, according to the Grand Comics Database it would the Brazilian comic Perry - Nosso Homem no Espaço #1 in 1975. (Assuming the indexer properly identified the paper, of course.)

1981 is shown as the first year for American comics with Baxter paper, some bubblegum giveaways, publishers Ken Pierce, Marvel & Pacific, but no DC until the end of 1982.

Be funny if it turned out the first American comic using Baxter stock was just a bubblegum giveaway.  ;)

I remember Iron Man #55 well, Starlins first art on Iron Man, introduction of Thanos, Drax the Destroyer, etc. 
But, alas, it is not his first Marvel work.
