No. Maybe you're confusing him with the villain at the top of page 2 - Emulex, who was an Amazo-like android whose look was vaguely based on TNT Todd/Hydroman.

You can see TNT Todd and Emulex fighting at the bottom of page 1.

My commissioned Judomaster by Frank McLaughlin is there as well as a convention sketch by Don Sherwood. I also commissioned our own ProfH to make some political comics for me when the teachers in Tennessee got trounced by our state government.
