Golden Age Origin
Zongar possessed a magical amulet, and when he rubbed the amulet it would summon forth the ghostly green spirit Abaraxx, who was able to perform a variety of tasks at Zongar's request, including following trails left by criminals, transforming men into kittens and breaking down walls. Zongar was also willing to actively intervene in a situation himself when needed, and he had a girlfriend named Ruth West.

Setting powers aside, The Clock could be a stand-in.  They're both heroes with time-based monikers, and they both have distinctive headwear!
