Action Comics promotional Vigilante issue

Does anyone know more than is posted at the GCD about this issue? It was given away at movie theaters in 1947 to commemorate the Vigilante movie serial. It was a miniature comic with the Action Comics logo and a 16-page Vigilante story (the only content). Was the story based on the movie serial? Was the story every reprinted elsewhere, or was it itself a reprint? Has anyone ever seen a scan of this? Any information would be appreciated. Thanks!
