Comic is by Walt Kelly; edited reprint of Adventures of Peter Wheat #9
Other art is by Al Hubbard and Unknown.

This issue seems to be previously undocumented. Scans of 3 pages of #1 can be found elsewhere online; Overstreet mentions a Vol. 2 (but no Vol. 1); and as far as I know it was not mentioned by the Fort Mudge Most.
